Not his fault, lets say the brake is constantly 50% engaged, a little extra brake will easily lock the right rear tyre resulting in this moment.

The effect of the brake was so tiny that he did not even realize what the problem could be. If it had been on 50%, it would have been up in flames at the end of the first straight Verstappen spinning out of track. We can talk about 5% or even less. Not to mention that rear brakes are almost unused thanks to engine brake (energy recovery), so they are very weak by design. I believe they are instead tools for warming up the tyres quickly which RedBulls are very good at... No surprise they were keen to put back the tyre right after putting out the fire.
