The idea of Napoleon being short is from their arch enemies the brittish. Who where making jokes and spreading rumours about their enemy being really short for a man, to mock him.
This joke and mockery effect was so much, that many today think he actually was short.
So I guess the brittish succeded with that for like 200 years later.
It was a combination of that and measurements weren't standardized so his height was stated as shorter because of the way the French measured height versus the way British measured height.

The only part about the ad that wasn’t true was the fact that it didn’t give you any ACTUAL land or titles. The money went to all the places it was supposed to go and the things they said they were gonna do with the money was done. The whole being a lord or lady thing was a gimmick. That’s it.

So, if measurements in ft, in, miles, pounds, stones, etc are so different even between countries that use them, wtf can't we agree on the metric scale which is the same for every country that uses them? I mean, over the years I have used some rules of thumb to convert from metric to 'imperial' measurements to get some kind of grasping this and produce a mental image which is good enough for ballpark figures ... like 4'' ~ 10cm, 3 ft ~ 1 m, 10.000ft ~ 3km, 60 mph ~ 100 km/h. But, if I measure a disk that is labeled as 3.5'' disk with a cm ruler it is 9 cm and not 8.89cm as it should be. It really drives me crazy sometimes. The same with a foot contains 12 inches and is not based on a base10 system like the meter. So much extra effort any non American has to put into understanding what an American is saying ....
Funnily enough even a Football field is not a good size comparison for non Amricans, because Soccer fields are kind of variable in size, from a bit less than an American football field to double the area of an American Football field.
