Public Security Warning is not a real event code it should be “Civil Danger Warning” and the scroll is incorrect.
Looks like some ducks found my fireworks stash. I do want to say though that "Public Security Warning" is not a valid event code. Something like this would have a "Local Area Emergency". Have a look at Wikipedia's list of event codes and you'll find the required code for any scenario. Also, that ticker is going way too fast!
