Piccolo may have been left behind in power and relevance, but he's still a durable body. His defense is still high enough that he can hang against some tough big bads that he has no chance of taking down on his own. I mean, he was able to live against Broly and can obviously still tank on henchmen attacks. He fills the support role better than most of the other Z crew.
While Goku and Vegeta typically take on the big bads it's important to note how often the others take down others and saves lives. 1/2 fighters can only be in so many places at once....and batman is the strongest of the crew at savings lives.
I mean, Piccolo started off becoming their strategist early on and later around Buu Saga he was stuck filling that role as he got outclassed by most the fighters they encountered. They did at least give him some time to shine and show he had the strength to back up his brains, and that Gohan would later become like him but stronger. Goku and Vegeta mainly had their raw strength going for them unlike everyone else.
Lonely ,quite , brooding orphan with parental issues , wears a cape and kiddnaps kids in order to train them for his cause. Yeah , he practicaly is batman. He even has a rivalry with goku ( who has many similarities with superman). Also , piccolo is earth's god and batman is really rich , so they both can nake things happen.
