In WC 1982 Argentina had a great team ( World champions 1978 + Ramon Díaz and Maradona) and still could not make it. In WC 1990 Maradona played injured most of the tournament, Bilardo never included great players such as Ramon Diaz, Redondo and Argentina (although playing horrible) made it to the final, you don't play a final in a world Cup just by luck. In the 80s and 90s Argentina had brilliant players in its league but it was not in the mainstream, that is why they think that the 1986 team was average. If you see every player of that squad you will notice that they played in great teams and were very successful locally and internationally. A few examples of it, In 1984 for the intercontinental Cup Independiente beat Liverpool in Japan (the midfield of Independiente + Maradona was the midfield of Argentina in 1986). Maradona's idol (Ricardo Bochini) played for Independiente in that final and he was probably the best Argentinian player after Maradona. He was a substitute in 1986 (in any other national team will be the undisputed #10) but by then Maradona was simply Maradona. So, Bochini even being an amazing player superior to iniesta and riquelme together had no chances. In 1985 in the intercontinental Cup Argentinos Jr draw 2-2 against Juventus and lost in PK shutout with Laudrup & Platini playing for the Italians in a game that could go either way, the only player that made it to the world Cup (1986) in such a brilliant team was Batista as again Argentina had too many player to pick from.
