No Rules in a competition it's not a good idea. The argument of insuficient time to attend lots of claims it's not serious. Any competition would be a war without rules, much more if win a championship and certanly money it's part of the game.
According my point of view, the real reasson for those kind of determination is the need to offer to spectators more risks, but more accidents too. So business turn more important than competitor's security, and if they become roman gladiators then much better because more people will be interested in slalom race, or nights F1 race, or UFC fights....
