Answer to the first question (Alcohol problem).
So its totally a personal matter. But I am here to tell you the story of a person with alcohol addiction I know personally. I don't know exactly at what age he started consuming alcohol but I know he started very early like in his early 20s. In his 30s and even 40s he was totally fine functioning well while consuming alcohol.
He was managing his family business and supporting his huge family of about 11 people. He was not married till the age of fifty. All his younger brothers and sisters got married and at the age of 52 he decided to get married.
The situation totally turned when his drive to work or go out and chill completely vanished. At the age of 54 he thinks he is old and is now retired but in reality his family life has just started. He has a 1 year old baby girl.
Now the point is he was totally fine in every way before his fifties but now he has quit his family business spends all day in his house and drinks every night.
You never know when will a person's mental state with such addictions change and he will be a totally different person.
So take a wise decision for yourself because it's a lifetime thing. It can make your life so beautiful or God forbid it can leave a scar for lifetime.

Never ever get into a relationship with an addict. I’m wondering who the hell was that therapist who said that being an alcoholic/addict is a personal choice. Their license should be cancelled.
I think if the addict wants to leave the addiction a supporting spouse will surely help a lot( only if the addict is really serious). I'm wondering why people hate addicts , hate addiction not addict

for the drinking part i can't comment on how much is good/bad because i never consume it as i said above if your alcohol consumption falls under that definition for me you are addicted no Matter you drink 1 glass a in months or daily

I am not a religious guru so no comments on Haram or Halal. Alcoholic person got different levels. Every Next level is more toxic and dangerous. Few things will be common in all alcoholic. High blood pressure, Extra Merital Affairs, every day change their plans, Gambling, overweight, will destroy their profession or Business, alway short of money and eventually death follows. I mean simple sii baaat hiii ,aik Sharabi kee gharrr ,Ghurbaat orr Nahusattt keyy aelawa our kiaa hoo sakta hiii,Broken furniture, old car, over used credit card, late on payments, loans from friend and family, Stop him from this spiral but don't becomes the part of the problem. .
