Onix got shafted so hard with its shit base attack and HP, I will always be slightly miffed at game freak for giving such garbage stats to one of the coolest looking and most iconic pokemon from all of gen 1.
Onix has a really low base attack because in Gen 1 he was used as a boss to teach kids that they couldn't just keep using the same move over and over and expect to win. So most of the moves you have available at that point are normal and he has huge defense AND type advantage over normal, so you're never going to be able to chip away at that through brute force. And the low attack stat makes it so that trying that takes a very, very long time and hammers home that you're doing something wrong.

In Gen I the majority of attacks you have available at the time you face Brock's Onix are all normal, and you can't really brute force Onix using those because of his high defense and type advantage. The low attack stat means that the brute force approach will make this fight take absolutely forever, which hammers home that you are doing something wrong. And the low HP means that once you do figure out to use a different type of attack you'll win quick, even if you're using something that is normal effectiveness like Butterfree's confusion. It's unfortunate for Onix fans that he has bad stats, but they are for a reason and his design is amazing for what it's for. That's also one of the reasons Steelix has a pretty huge base stat increase.

To be fair, Bellsprout’s got some pretty impressive stats for a base stager. If youre doing a nuzlocke where you can’t evolve anything it’s probably be a good pick, especially if you can get it to use Sunny Day.
