Yes it’s not autonomous but it’s getting very close to it. Technology takes time to mature. Fsd only needs compute and data to learn so it will get mature very fast.

China wants the data, US wants the compute, and Tesla wants to run FSD in a friendly regulatory environment and export surplus fully-FSD-capable inventory from Shanghai. Should China government allow Fully Autonomous Tesla driving around their roads but US regulators go back and forth with it, they will lose the first mover advantage and subsequently other future innovations that evolve from that. I have a thought that China does not want Tesla expansion in India. This strategy by Musk has worked and approved FSD may sink the deal in India. The slower ramp of giga Mexico and potential drop of factory in India may be the trade for FSD approval in China.
