Alright it's maybe not quite Pixar/Disney and comes over as a bit sluggish but Id say it's more of an issue with the scene/direction overall, you have the fruity overdub that doesn't sync, the animation that seems to be for a much more subdued original voiceover, a slightly stiff character design and thus an overall incongruence of pace it the scene.
As for the animation overall for that moment I'd find it hard to be too critical. It's smooth, maybe a bit lifeless but still well executed for the purpose of getting the character A to B, again, presumably for a much less manic original russian VO

@@BabyFoodChewer to some degree I feel bad for him. Everyvody clowns on the way he voices the character and, if you say that's his voice, I don't think there is mich that even voice directing could have done.

Update: apparently he did "come out" in a post on social media, but people are still unsure what sexuality he is. He apparently dated a guy after dating like, 6? 7?? different women. But he never married so that could be also a rumor. I honestly don't really care whatever he identify as, or who he dated, because in the end we are here for this absolute shitfest of voice acting. Let's rejoice
