Sure mauritius has high population density, however they can afford to sustain peace by placing police in every corner of the island. For places like nigeria this will be very hard because criminals can just go to the remote side of the country and do illegal stuff.
Its not about size like he just said for example the us has a bigger population than Nigeria and yet their police is way more better than Nigeria's why because they r more organized and also less corrupted..
