That's understandable. Jazz is mostly about scales, that's what most solos are. It has very clearly defined basis on what is "jazz", and personally I think people rely on them too heavily.

I think it's just because most of the school swing jazz bands often use 12 bar blues songs a lot.

The solos never sound anything like what is written. Why are the written out if you aren’t a going to play them. I value some improvisation and some add ins but you it sounds nothing like the original.
Dexter Letterman the written solos are purely there to give you an idea of how to play your solo. Unless it says "as written", it is encouraged to improvise the whole solo, or write your own. Have you ever been a part of a jazz band before?
It’s jazz, why would you not improvise a solo unless the chart says so?

Talking Sandvich I played this and in fact it encouraged me to ad lib the solo so... and I did that. Jazz is all about improv bud.
