There was another episode called "Whale of a Tug", when Theodore rescued a baby whale caught in nets and debris after a storm, and after it settled with the tugs until his pod could be found, it was so happy at one point that it sprayed the Dispatcher with its blowhole. The Dispatcher's mustache can be seen perked up just a little bit.
I still find the story confusing. Its impossible to be quiet in a harbor, especially one that has a railyard nearby and many incoming ships. But another story made better by Owan's humorous personality and distress.
