The West knows these conditions will never be agreed upon barring total Russian capitulation which won't happen. It's mostly PR. More importantly, this 'peace plan' is anything but peaceful. If one reads carefully the words in the transcript, it sounds a lot more like a strategy for a new major offensive. It's carefully hidden semantically but there are indications it's a war plan. Otherwise, why not come out with it now instead of year's end? Why the delay?

Zelensky doesn't need to prepare peace proposals to present to his allies, he needs to work one out with Russia. It takes 6 months to say the same thing he said in 2022? How many more Ukrainian and other soldiers have to die during that time? Russia won't deal with Zelensky anyway since he's no longer the president of Ukraine.

"Oh look mr Putin i saw peace papers and i would like to discuss about some points if you dont have a problem with that we would like for you just to listen what we have to say and then maybe make some deal with us about that?" like is that hard to say that? He could sit down and talk with him and make some agreament that would be good for Ukraine or maybe for Ukraine and Russia together... "You see mr Putin i think Ukraine need more tanks then you write in this papers we would like to talk about that and come to some compromise on bouth sides if it is posible?" is that hard to ask? Putin didnt want total full surrender of Ukraine and that Ukraine cant talk or have some demands, he sayed many times that Russia is open for talks, then why Zelensky is siting and talking with everyone else but not with Russia? Why he didn't he suggest that they make peace together? The war would stop while they have discussions and try to come to an agreement on things. Zelenksy would repeatedly come out with some demands and compromises to fulfill those demands if Putin did not want to recognize them. And that it would probably last a long time until they finally reached a final agreement that would be good for both of them, but with this prolongation and the story of how he is doing everything to reach peace, he is only burying himself more and more, because in the end he will not have any right to demand the same or to trying to come to an agreement is simply putting himself in a situation where he will have to accept every request of Putin in the end.
