I know they imply that his right arm cannon can transform into his claws, but I really wish they showed it transform, even though we would only see it transform twice at most, first during the factory fight and second when the tanks fire at the Star Harvester.
Even if he was gimped in comparison to the first movie, his presence was still so powerful it demanded all attention, all of the first movie was spent trying to stop his return and him not being the final boss battle let him settle more into his role as commander of the decepticons.
I love that edit in this part 4:38 because after they transformed it shows that Sam is walking away to them then continuing there fight again you know what i mean, it's just it amaze me :)))

Just my own head canon here I chalk Megatron seeming less powerful in this film to him having to fight Optimus in the open vs the tight city streets. Megatron is larger stronger and can tank damage, but ehat he wants is to not have to dance around his agility and speed are lacking. Notice he lands leas then half the hits prime dose, but everytime he hits Prime is shook. Prime with way more movement. Both fighters are actually good at what they do but the environment can make a big difference. As for the Fallen fight. I equate it to the power boost and armor increase being so high that he man handled Megatron. However against the fallen its kinda like an awesome fighter gets close to a powerful wizard. Wizard technically has more power but in that situation hes not skilled in close quarters combat.
I think the difference is the all spark killing him is because its in his chest causing issues with his spark but he was revived by it in revenge of the fallen ie because the spark hits his leg
