"affordable housing" they don't want too much affordable housing in that location. They want that location to be nice and have the least amount of crime possible. Affordable housing just brings problems.
Affordable housing is a broad term and doesn't necessarily mean cheap housing. It often refers to stuff that isn't luxury, stuff that more locals can afford. You get more middle class families near the stadium, you're more likely to fill seats on a Tuesday or Wednesday along with weekends. Or, keep catering to out-of-towners with luxury condos but don't wonder why it feels like a home game for the visiting team.
