It's actually spring started. The cranking was to wind the spring, and the lever was to release the energy atored in the spring to the engine.

Old 800 Case tractors had kinda the same system but with an electric starter with a lever for opening the valves then throw the lever that kicked in the compression

Good for standby engines that sit for years without running or battery maintenance and don't have an ignition / charging system except magneto. Generators, pumps, racing, pulling, etc.
Not for everyday high hour use where the engine loses compression from wear or started often.
