Sir thats not rocker panel, once you're on the inside of that pinch weld...thats the floor. Also you'd never put 1/4" plate there. Order inner and outer rocker panels and patch whatever else needs patching.
Brother if rust makes a hole you need to cut out a lot more than just the hole to make it good metal again. For the xe10 chassis there's repair panels for exactly the rocker panels, the rear arches and the floor in the boot. I am doing exactly this on my car right now, it's a lot of work but definitely recommend it so that it can be really rust free

rubbberized undercoating in your area will be fine but I avoid it up here in PA. Once it gets compromised, it traps dirt, salt, and moisture under it and makes things worse. We use WoolWax black, it looks nice and never fully dries. salt can't get trapped underneath it.

Watch some of Fitzys Fabrications for rust repair. We only used that needle scaler on the chasis of vans and trucks not sheet metal , you need a wire wheel on and angle gri der and cut all the rust out once you see where it stops .

Had one of these chassis, but the saloon version here in the UK and they rust to bad on the sills/rockers, apparently what causes it is the sun roof drains over time get blocked at the bottom and the water has nowhere to go and just sits inside the sill, Over here if you find one with no rusty rockers then it's either super low mileage garage kept or its the rare non sunroof model

Don’t just paint over the spots that had rust. It could come back if not treated. Of getting as much rust off treat the area Por-15 rust converter and it shouldn’t come back.

Dont just cover over the rust you need to cut the rot out then replace with new metal then seal it up or it Will just continu to rust from the inside out bud

Looks like an Ohio car, you live in Texas you definitely could of held out for a better chassis. Pretty sure the old one didn't look like this underneath either doesn't seem worth it for the wagon
