Do you need to chill before you add each of the colors one by one?
How frequently Are you cooling the cake ? Does it have to set between colors?
I'd say crumb coat first, put it to set in the fridge for 15 to 20 minutes then proceed to coat the entire cake in your base layer and back in the fridge for another 15 to 20mins. This will ensure you don't disturb your base layer and risk revealing the crumb coating while you are working on building the colors for the watercolor effect as you will be scraping and applying quite a bit.
