This so true. As the the Soviet, you can liberate/release Belarus, Ukraine, and Latvia to make a buffer zones between SU an Germany.

I've never seen an AI build anything except military and civilian factories. Ever. As in, I've never seen them build bunkers at any point.

Puppeting seems the best way to go depending on when you do it and how long the game will be dragged out. You dont get the industry at once, however, you can get the whole nation over time. Ive found simply building up the puppet through infrastructure or giving them guns when at war, you can pretty easily annex them.

Puppets will have different cores from you so you can puppet them so that they can use all of the man power from their cores, then you can request their divisions once they build them
personally what i do is i take most of it and make small puppets in areas with high pop up to 5 puppets and abuse the research buff you get from the focus. its great as japan because you can go down the mass assault tree really fast because all the chinese puppets go down that tree
cerberus189 mass assault as Japan is a bad idea. Japan is not a defensive nation. You ABSOLUTELY want Grand Battleplan, or Mobile Force. Mass Assault is very infantry, defense heavy.

IIRC You don't get 100% of the factories when you annex a non-core territory. I think it is somewhere between 50-75%. Not sure but certainly not 100%.
What I would do specifically in the Japan situation is (imo) a bit smarter then what you did in that last peace deal. I take over the resource rich provinces, but then puppet specific provinces with a lot of manpower, but not much industry. Sichuan has 55 million people (the most populaced state). So I would take much more land of china, but still puppet a fair amount of it.

I found that the easiest way to reach annex level is to build industry for them. Its works and it works fast.
But as always, Paradox requires you to buy a dlc to make use of the really important and useful feature

I only like puppeting because i have less land to manage. When playing as Germany i was puppet most of the allies just cause i don't want to deal with never ending naval invasions
Evene if you don´t get any military power with a puppet...its not gone. You just can´t controle it. At least the output...you can still grab their forces. I actually prefer a Puppet over annex.
Another advantage of a puppet or other "not me" nation is that you can use them as a buffer. If you are Japan at war with Russia, and you annex China, you now have a huge border to fight on (advantage Russia), but if you puppet the far territories and don't call them into the war, Russia can't attack them without investing PP in war, so you get to fight on a small front where tech and speed can be more important than huge numbers of divisions.
Then you can call your puppets in once they have built armies and you have the huge number of divisions china gives you...

Does annexing puppets build cores? If it does then puppeting powers makes more sense... It's a shame though that the game is so short and that annexing takes so long
Few small tips: When you release country that hasnt existed before (like Korea for example as Japan) they will inherit copies of your templates so you dont have to spend army exp to modify them. Also you can potentially reduce micromanagement by lend leasing your planes to puppets. Late game japan with 20k planes is a nightmare to micro. At that point just throw the planes to puppet and problem solved.
You can get all Mapower from puppet to your country. You need loots of equipment and 350 political power.
1- Lend-lease so much Equipment to puppet to degree to "Integrated Puppet" first
2- After "Integrated Puppet"(cost 50pp) make troops with Puppets manpower until "lack of manpower" (you can just drop troops without full eq and Train, or drop smaller troops and change it to bigger troop)
3-Diplo annex Puppet(300 pp) (you get all your Lend-lease eq back)
4- Demiss all Troops thats you did from Puppet. Manpower will add to your "manpower pool"
5- Profit? ^^
When Germany, I usually annex Ukraine, Baltic States, Leningrad, Stalingrad and Azerbaijan, mostly the line Arcangel-Astrakan (not Moscow) so I get the places with more factories and more manpower, then I puppet Armenia and Georgia, and huge Russia so I can get a big ally if the Easternmost front opens against China or Japan. Its very boring that way so I mostly focus on the West, and also by one or two years Russia is again very powerful so its very useful ally.
Also avoiding border gore.

So it comes down to the amount of factories you need? If you need factories, you annex. And if not, you puppet and take advantage of their manpower division templates?
Puppeting is vastly superior long term, while annexing is beneficial in the short term.

Depends on the region.
When playing Germany for example I usually have a Scandinavian nation as a puppet (preferably Finland because of Sisu)
And let it have all of Scandinavia (and Iceland and Greenland)
Though Denmark is usually annexed.
In South America (yes wars can occur in South America) I usually puppet Brazil (or i let any other fascist nation have it such as Peru or Venezuela)
Africa is usually puppeted Zimbabwe (Because it's renamed to deutsch-mittelafrika if puppeted by germany) and I usually let Japan have Asia.
Canada also becomes a puppet because I dislike managing more than one Continent at once with the exception of volunteers.
TL;DR i puppet to save headaches and to revive Mittelafrika

Little tip: Never puppet nations in large wars, your allies are guaranteed to take away all your puppet's land until it's 1 province

This subject has changed significantly. Is it better now to puppet as a minor with low manpower? Then cheese the manpower?
So my question is what is the best course of action for a tiny country like Iron Guard Romania in Kaiserreich. I can invade and defeat Bulgaria with ease and then hopefully hit the Ottomans in the back while they deal with Egypt, Iran, and Saudi Arabia. Is it better to puppet both or get those sweet, sweet factories?
I would say you can annex Bulgaria so its not a big deal with its resistance, but Turkey can be a big problem with all its coastline and borders, so I would puppet it to have a huge ally able to defend its borders, and the best of all, you dont have to waste tons of manpower in garrisoning Turkey.

If I leave some resources to my puppet, and then trade with him: 1 Factory for 20 steel (If i need). So as the time passes, will they turn rough on me by raising their points? I mean, should I worry about my puppet becoming independent, and then declaring war on me again in a singleplayer run? Thanks.

You don't trade factories to puppets. You take all there resources for free. SLOWLY over time they'll gain autonomy points and break away
And the only way to lower their points is to land lease or make divisions on their manpower?

If you want the most production go full annex. If you annex and puppet 1 state you can abuse the manpower and free factories from there focus trees

My Two cents, if you Annex a nation you get to have all of their manpower (and not take armies because I consider that a cunty move, plus it can drain my own manpower fairly quickly) plus I play as Britain, who have by default a fairly low manpower pool and can't really raise it to like say Germany or France can, and the way that the Divisional Templates work I can't do proper BEF with Quality over quantity troops even with mods and I only play modded games
