Singer's real name is Andriy Danilko, he's from Ukraine. He started career as stand-up comic, dressed as woman named Verka Serdyuchka and became very popular. Later Andriy as Verka started a singing project and took part in Eurovision contest. He won 2nd place. This song is in Russian, title means 'Everything gonna be good'. Verka is prisoned for debauchery in video, but still drinking and dancing with her inmates and later cops too.

The song was in those days when Ukraine and Russia were essentially the same people, oh the times of my childhood, already tears well up from the way we were gradually divided :( there was a time when you went to Odessa for the summer to visit relatives, and in winter they came to celebrate the new year .... I miss those spiritual times.
