on a second note, it has been stated that any bounty increase past 300M is very difficult, so although a 100M increase seems small for Luffy, it is still alot.

I don't think this is a spoiler since it's either already told in cover stories (not adapted in anime idk why probably low episode rating) or never brought up again in the main story so imma briefly tell you what happened to the CP9 agents after Enies Lobby.
So, two events happened to them and im not sure which came first.
1. Lucci was dying and the rest of CP9 save him and help him recover. This makes them bond more and i think Lucci is warming up to them too (minus Spandam)
2. CP9 got demoted but Spandam got PROMOTED because as we know his dad Spandine is high ranking and basically he got cabled upwards. Idk why Khalifa's dad didn't do it too tho (they're also a family of agents and my headcanon is that Khalifa is the fav child because of smth i can't tell you). Anyway, Lucci ended up uncovering Spandine is cooperating with some sort of underworld group so he was fired for corruption and Lucci was promoted into Spandam's boss along with the other old CP9 members and some extra people

Wano is nearly twice the length of Dressrosa.
Now, I know many people might disagree, but although Wano is longer by over 50 episodes, it did not feel (to me) like it dragged out quite as much as Dressrosa. Perhaps it's because there were less new characters introduced, or because the scope felt broader, with more various locations, stakes that had been built up for a long time, and more original choices in the animation.
Well, anyway, it's only my opinion.

I mean the pirates at God Valley already knew the reality of the celestial dragons and the existence of God Knights or whatever. With joker being a celestial dragon himself and an underworld broker, not the longest stretch to say he could know.

I think they're also being careful with their approach when it comes to doffy. we can't really say why they haven't eliminated joker aside from being a celestial dragon since the secret in marie jois hasn't been revealed

The Navy doesn't have all of the details of what happened in Dresssrosa, they only know that two members of the Worst Generation were there and now Doflamingo isn't.

I wonder if CP0 could wipe the floor with Luffy and Zorro etc at this point in the story?
Considering most of strawhats significantly powered up later, but was CP0 already at the level they are shown later?
It depends on whether Lucci and Kaku had their awakened forms at this point, but there's no evidence proving they didn't. So, we can assume they did. With that assumption, they definitely would have been able to wipe the floor with Zoro and Luffy at this point. Lucci fought Gear 5 Luffy and was capable of tanking some of his attacks, and he fought Egghead Zoro, clashing with him and holding him back for a significant amount of time. Kaku fought Zoro offscreen and showed no injuries when Stussy arrived. He took on 2 Seraphim, and S-Hawk viewed him as a troublesome opponent who's too tough to easily defeat.
