In India people were enforced to use UPI, through government policies.. So government plays a very important role..Payment system can't be revolutioned without the intervention of government..

As an in industry insider, I can confirm that the Pakistani govt and central bank have been very proactive in pushing the banking industry to go digital and we have seen some very good progress in this regard, specially during the Imran Khan-led PTI govt. However, years of apathy and lack of interest has caused the industry to become lazy and bloated and atrophied its capability to change itself rapidly.
Raast, Asaan Accounts, Digital Onboarding, Roshan Digital Accounts, improved remittance services are all very big achievements. Raast is basically the Pakistani UPI and we are working on bringing a large number of use cases including QR payments, P2M, P2G etc.

There should also be a way or framework that enables users to reverse a payment. In Pakistan as we all know there are people who likes to exploit a average user.
Reversal of payment will act as a insurance & a guarantee for average user that no one can make a fool out of them, and that they always have the control over their hard earned money.

The only thing that can push retailers to accept POS and QR codes is that, financially literate people should cancel the transaction if retailer dont offer POS/QR payment option. There are always alternative retailers who do accept.
Unfortunately several known brands also play these tricks to evade tax. For example; once edenrobe at packages mall gave me hand written invoice, saying that online system is down. Back then I didn't know these tricks.
