More than anything else, dogs need time to get used to new environments, especially when there are unfamiliar people and dogs around. One of the biggest mistakes people make when training their dogs is trying to rush the dog or hurry them through a new or unfamiliar environment.
Give your dog some quiet time to adjust to a new place, where you’re not asking them to do much of anything, you’re just giving them some calm praise and gentle reinforcement for being a good dog.
Also, it's useful to teach your dog a few different types of "Down" as there are different versions with different uses.
