What is ATX 3.0 PCIE 5.0 different from 3.1 5.1 ?
Them can this new PSU be used for older systems?
There are shorter sense pins on the NVIDIA 40 series connector, then the other different is the naming. The older cable type used in ATX 3.0 is referred to as 12VHPWR, the new cable type used in ATX 3.1 is named 12V-2x6.

Yes most of the time a newer more updated / powerful version of a product can be used in place of the older version. Only downside is that you won't neccessarily be able to use the new version to the fullest capability it can support- but it will let you to max out the capabilities your older equipment can have.
