It probably due to perspective of when you watch it. Since it came out shortly before Avengers and people were still in awe of Ironman 1 as well as Thor 1, they would see it as a step down from those. However, if you go back and watch it now, it would probably seem better as all the hype is not there and you can just focus on the movie itself. Tiss the same as Ironman 3. People bashed it as it is mostly different than the first two Ironman's and it came right after Avengers. The movie itself was more of a character study/driven story instead of the usual action based story. Besides two major flaws (the whole Manderine twist and a somewhat generic final battle scene), it was a good movie on how a narcissistic billionaire would deal with PTSD (though it was mostly "cured" at the end) as well as focusing on the man inside the suit instead of just the suit.
However, I think we can still all agree that Thor 2 is still at the bottom of the list :)

Yes, he gets lots of screen time and attention, but they're always undercutting him in favor of Tony Stark (who any sane group of heroes would have shut down and committed to psychiatric care about two years into the Iron Man era). For some reason, they seem to want to hang everything on Stark, but hats of the MCU for making a character that'd be so incredibly easy to make boring interesting when they did Captain America.
