So I was intrigued by the mouth animation and went to research the show’s origina. The show is indeed French, however they were able to sell the show to the USA and decided to release it there before France, however all the animation was created based on the french dialogue. Also France has a VERY strong presence of anime/ manga culture there so this show was purposefully made to be a pseudo-anime in style hence the cabin fever dreams sequences. For anyone interested my sources were the Portuguese Wikipedia page on Totally Spies! (Três Espiãs Demais or As Espiãs!) but the actual sources from that are pages that don’t exist anymore because Jetix is dead :(.

I actually genuinely like what they did with the season 3 art style. It really gives the show more personality and recognizability. The art style definitely improved as the show went on, and when I was rewatching it(I didn’t finish) the art improvement was one of the things I was the most excited to see.
