France being ranked 11 worldwide is from the site Global Firepower, which is... problematic, to say the least.
This site ranks the US navy behind North Korea navy, this tells all you need to know ^^
It ranks according to the raw number of pieces of equipment, which makes little sense, many nations with underwelming militaries have tons of old equipment.
Here, no hate to italians, but France behind Italy? any serious look at France capabilities would put it on an equal footing with the brits who do spend more, but have the continuous issue of vast overspending in their armament programs and count soldiers pensions and healthcare in their budget.

Any thing that means the country had the ability to invest in a proper army e.g. money held in reserves was sold off by Thatcher to enable the rich to get super rich. As a consequence the only way the country has been able save and have money in the bank is through direct tax hence the reason we all pay so much tax, thing is the rich and super rich have been enabled to pay less tax and the country is in deficit and no way able to pay for an army. We're screwed or least very poorly resourced. A bloke my son hangs out with is a regular soldier in the army and he says all they do all day is play XBOX and every now and then to stay fit play a bit of football. He's only ever been deployed to Cyprus where he walked around a bit with a gun. Don't pay your taxes and don't have nationalised industries, all your money is going to end up in the off-shore accounts of the mega-rich.

I can't understand how these soldiers, sometimes fighting 1 against 20, find the strength to seal the combat, it's astonishing! Sadly this isnt 'rearming" its a farce, its a 6 years to break 2.4% of GDP spending, from a level that was lower then the required NATO amount that they were not fulfilling. 6 years after Russia invaded a country in Europe. 6 years after Russia is on a war footing. 6 years after Russia is making more tanks alone then France is building if you add in all vehicles combined.
If this is what rearming looks like it will be betting that Russians die of old age before there is a conflict between the countries cause France wont be ready. They are talking about armored vehicles like Stryker not being sustainable in peace time, yet thats the exact weapon you need in a war like in Ukraine, that they are supposedly preparing for and Russia is pumping out. Then one of the headline jaguar light tank/recon vehicles they present is an incredibly expensive light vehicle. No talk about increased production of artillery, 100ish tubes isnt enough to support many kilometers of front line, and with attrition your whole artillery branch is going to be ineffective in a few days.

I have a hunch as to why the reason SHOULD be.
As a French citizen, I have a lot of doubts about the President's motivation.
The reason why we (EU and Europe in particular) should take this matter seriously and show we are preparing for the worst, is to not repeat the mistakes made over and again before WW2. When the nazis invaded Austria, we thought it's not our business and the front is far. Every time they invaded other countries, people of that time thought the same until it became too late to organise a worthy defense.
Except for a few countries, it seems people have forgotten what a megalomaniac can do.
The problem is also public opinion. They don't understand that a dissuasive military action is better than waiting for a potential escalation and spread to civilians like in Ukraine.
I'm against war but not against militaries as it's their job and duty to prevent risks from outer threats or potential threats.
On that point, we really need a common military force similar to NATO but on European scale. And without degrading each nation own militaries that should serve as reserves.
I don't know how this conflict will end. I can only hope Putin isn't as mad as Hitler.
Or at least Europe's nations will awake to that potential and close threat. A government acting against public opinion is very likely to raise protest. As a matter of fact, Macron's declaration is already badly perceived. And I don't think that many countries will follow unless Putin shows intentions to move even further west.

Few things to understand to get an effective army.
You shall have a clear doctrinal approach (France : expeditionnary) that suits a foreign policy. This doctrinal approach helps to build coherent forces and an equipment that makes sense to project power according to France ambitions (aircraft carrier, helicopter carriers, transport planes...). It also requires a political will, with correct intelligence, that accepts to take risks (France did well with Afghanistan in 2021, and in Sudan in 2023 too). Plus the human ressources is well trained thanks to many wars in africa (i agree its a different thing than fighting russians but at least France got soldier who trained to perform combat action during many years)

      Plus,
France got a strong Defense Industrial Base, last SIPRI data ranked France at the second place with 11% of total sales made by french DIB (USA 40%, russia 10.5%...). France would be able to replace the losses or would be able to ramp up its capabilities before a campaign. Just to give an example, in oct 1990 desert shield started, the offensive happened in late february, 5 months later. Next year Caesar production will be able to reach 12 per months. Quick correction on the jaguar reconnaissance vehicle :
The missiles aren't called MMP (former missile name during its testing phase), but AKERON. This missile, developed with Sweden, is arguably the best missile in his category to date (similar to the javelin but with twice the range and more firing options).
The jaguar also features probably the best electronic suit when it comes to optics, sound detection, fire control system... compared to any other armoured fighting vehicles (IVF, APC, tanks...) in the world as well as of now. Its only deficiency to date is the lack of APS system which will enter service in 2026 normally, which should be modular enough to be installed on most French armoured vehicles with ease.
A use case of the sound detection system will be when two vehicle with such systems will fight near each other. They can detect small arm fires from a few hundred meters away, large caliber auto cannon or MBT cannons from 2-3km away and with the data fusion can accurately triangulate a firing position with just 2 equipped vehicles.
Edit : unpopular opinion, but I disagree with the CC when he says that French vehicles aren't as powerful as the united state's vehicles (7:50), I disagree very much. While the US airforce has better planes (in the f35, f22 mainly), I don't think ground US vehicles are actually any better than France's. Most vehicles in French service are of more recent developments (M1 Abrams from the 70s, Leclerc from the late 80s early 90s, but this can be applied to many similar vehicles), and with similar upgrade patterns, they should at worst be equivalent to US's vehicles. Where France lacks the most is in numbers. As mentioned, they only have 200ish MBTs, less than 100 artillery pieces... And half the goal of the Scorpion program is to create easy (and cheap) to produce vehicles that still reach the same standard of technologies that the US, and other highly advanced countries, can offer

the thing is, every country has a military corresponding to their needs. France have one of the very few (like 5 or so) expeditionary forces in the world. Because it mostly project in africa. So it's sized and equipped for that kind of task, as well as defending its own territory, and to those who know nothing about geography: it's surrounded by a lot of water and friendly neighbors on land. So being stock piled to the tits with artillery doesn't make much sense. By the time a country like russia crosses the whole freaking EU to get to its eastern border, france would have had time to build dozen of factories and build enough artillery and shells to last for a decade.
Let's be clear, russia or china will never have the capabilities to endanger france other than ballistic missiles, which makes tank, drone, artillery etc useless at best.
Russia isn't even able to march through half of ukraine in 3 years, all of that WITHOUT any soldiers from Nato. Those massive military spending are wasted to be honest.
We have nukes, subs etc, we should just make it very clear that touching a NATO country is just not even a possibility, PERIOD. Just like we should have been clear (especially the US) that ukraine is not on the table.
Instead of that, everyone wussed out and laid flat to allow russia to launch this BS operation.
If we would have been clear that any tank crossing OUT of russia would be bombed without second thought, none of this would have happened.
We don't need to spend all those freaking ressources on more military gear.. well actually now we do until ukraine is finally free again, but that should NOT have happened.
France (and others) should make it cristal clear that ANY attempt to undermine their sovereignty will lead to nukes flying and save the money to build actual useful things instead.
