Just an FYI, since the fuel strainer is problematic to remove sometimes, you can actually check its cleanliness from the top when the fuel level/pressure sender is taken out..
Absolutely can. That will make it alot more challenging to clean out the tank fully of any potential sludge that has formed from sitting.
What fuel pump did you end up getting? I need to replace mine as well and it is making about 310 hp.
I installed the Bosch 044 fuel pump. Bosch stopped making that pump but if you search 044 replacement, you should find what you're looking for.

Do I need to have the key switch on?
If you're applying external power the pump it will be completely independant of the cars electrical system. So no, the key position will not matter.
