Because the one who use samples on songs is producers, not artist
They paid for the samples so they don't have to
They pay the samples pack, there is a video of LYRE where this is explained (cause some kpop songs used their samples)

If I use this sample, do I need to pay for the original sample maker?
1. yes as long as that artist paid for the sample too
2. if it's downloaded by ordinary people illegaly who can't afford the price maybe it's okay but if you can you should atleast brought it from splice or from producer's official site
