02:10 What is the difference between [IP > ARP > make static] and [IP > DHCP LEASES > make static] ?

A static ARP entry will statically bind a mac-address to an IP address to the router so that the router will only forward information to that mac-address. So no other PC can use that IP to connect to the router.
A static DHCP lease will create a static entry to reserve an IP on the DHCP-Server and bind it to a mac-address so that whenever that machine reconnects and needs to get an IP from DHCP that it will always be the same IP address.
