This whole Saga Arc is all about PERFECTION

Not just Niles. Francis wanted the perfect Anime Character while Lawyer Kong wanted Mario to be Nintendo's perfect icon.
A _Lot_ of SMG4's major villains are based in Perfection... And if you look closely, it all starts at the Arc that Changed SMG4's world forever... And that is the Anime Arc.
That means either Mr Puzzles has been around as far back as the Anime Arc, or whatever being that gave him these TV-warping abilities, has been around for that long.
Fun fact: He might be coming back. Smg4 asked people if they wanted Mr. Puzzles to come back, and a lot of people said yes.

this may be a hot take but I think Mr. Puzzles is the best SMG4 villain
he just feels like such a natural fit into this insane series, he's crazy, he's egotistical, he's a perfectionist, he's dramatic, he feels like a villain only this SMG4 could create
even his whole plan feels like it could only come from a show like this with his whole scheme being one big vanity project involving controlling the whole world
