Impressive how far you got without tweaking the .ini file, you should do a follow up where you tweak it, LowSpecGamer use to have really good videos on this back when that was his thing, back when I had a lowspec PC his advice got me running GTA V with good performance. I don't know how much of a difference tweaking the .ini file makes nowadays or if it's even a thing though.

i think the reason the gamepad is smoother is probably because you can turn the camera way faster with a mouse and is really only limited by how fast and far you can move your mouse, so the game/computer has to do more work to refresh everything when you're doing practically a 180 on under a second, whereas with controller. your turn speed is way slower in comparison. idk. i'm just guessing tbh

Matter of VRAM , mostly. Large textures require lots of (fast) VRAM. Other than that, Starfield is not an impressive game, at least graphically. In fact, it looks worse than some PS4 games, and RX 460 would run PC ports of PS4 games at 1080p med at 30-40 FPS . Why did they go for such large textures ? Well, Starfield came bundled with new AMD cards. Surprise, surprise 🙄

These kinds of videos are much more interesting to me than ones talking about the latest high end builds. There's just something interesting about squeezing out performance out of limited tech.
Once again, an HP Z440 Workstation with an RX 5700 would run circles around this build, for about the same price.
Plus leave way more room for upgrades.

in terms of the most feeling worse it could be the high polling rate of the mouse I've noticed whenever you start to move your mouse the cpu takes a hit especially with lower end parts
Would be interesting to see how a regular PS/2 mouse and keyboard would fare.

That's what I'm thinking, when I had a A10 7850K years ago, I had to put my mouse at 125 or 250Hz, putting it at 1000Hz was spiking the CPU at 100% with rapid movements and made a lot of games unplayable because of the stuttering. I haven't seen that problem in years, CPUs are so good now that the spikes are basically invisible, but since most modern games are so CPU intensive, it wouldn't surprise me that it's coming back.
my uncle would love this even if its not optimal. He games on a chrome book since his laptop broke. Got inspirations from your videos to build him a 300 PC with used parts.
If thats your budget he's better off with a Series S or Used Nintedo Switch.

Get a used workstation (E5 1650 v3 or v4 should be possible here) and put in a used GPU (think RX5600 XT or RX5700 XT).
Great video. Just a FYI. FSR doesn't actually kick in until u slide the resolution slider down. 77% = quality, 67% = balanced, 50% = performance. The image quality is much better using FSR. Try it with the 1650.
Lossless Scaling application. You only need 720p. 1080p native windowed mode is best quality but you can easily get away only using a 720p windowed game. ShaderGlass program also can do this. Here's a demonstration of a 720p game. No upscaling in this video. It's just a side by side compare to see if it actually does anything. My video I didn't demonstrate FSR but I used RCA instead which I think is way better then FSR. @@OzTalksHW You're welcome, I thought you already knew of these upscaling tricks. Integer Scaler application uses no GPU or CPU if didn't know about this application as well. Same concept. Keep your game in windowed mode. Keep your display on 3840x2140 to upscale. You're welcome, you don't need to buy a new GPU because all of them cap out at 1440p 60fps or 2160p 60fps. All the new GPUs are just upscaling gimmicks to buy a new GPU for no reason. That's how I feel anyway.
What a strange way for them to implement FSR. Bethesda really does some of the weirdest things.
Dlss coming soon amd partnership game just couldnt allow it at launch or nvidia gpu would run atleast x2 better with higher pq

Love your content. Great to see gaming related content that isn't all about the new and shiny 1200+ USD GPUs. So much potencial in used hardware. Only caveat is, as I am not based in the US, prices are never as good, ie most stuff on various EU ebay sites is somewhat more expensive, or there is simply less option to choose from.
The Optiplex 7040 is a pretty cool prebuilt, with 4 SATA ports. I usually go for Lenovo when buying old "refurb" hardware. So thanks for introducing the 7040 to me. Found one locally with an i7-6700, 32MB RAM, 256GB SSD (actually usuable) and a Quadro K2000 for just under 100USD. Great as my old Unraid Home Server just broke down. I do have a spare RTX 3060, so might try some gaming, after watching your video.

I didn't thought this video would be this cool .
before i built my first tower, i was running games on a 2014 HP Pavilion laptop that was lucky to see 30 fps on old games, and even luckier to see 15fps on new (at the time) games. getting 10 fps on the new Tomb Raider felt playable back then to me, so the RX 460 section felt kinda nostalgic in a way 😂
Back in the mid 90s 10 FPS was a playable framerate for me, now I can't even tolerate 30 FPS (even stable 30). But there's also a pretty big difference between what I was playing on back then vs what I'm playing on today (especially when it comes to monitors).
Screen size as well as screen tech (CRT vs modern screens) also plays into on what you can tolerate. Back in the 90s my monitor was a 12" CRT, the "monitor I'm using today on my set-up is a 55" Sony X900H.
@@madmax2069 that’s why I can’t go to console at all. I literally just can’t play any game at 30fps, Hell for most fps’s (even single player like cyberpunk) I’ll aim for 75-100 fps. And then games like counter strike where everything’s smooth as butter at 240hz, just hard to backpedal and casually play single player games at anything under 60 frames imo.

It doesn't really improve performance however it does make a game at a sub 60 fps feel wayy smoother cos of just how they are designed cos yk the sticks having more time to move the camera around. try playing a game at 30fps then use a controller compared to a kbm it'll just feel better

I remember playing Oblivion on an older GPU at the time. It didn't have the required shaders so the mod made the game look extremely flat. But it did run and I enjoyed playing the game, for a while at least. I upgraded to a faster card shortly after and could finally enjoy the game as it was meant to be played.
If you're talking about Oldblivion, that works on minimum DirectX 8.1 if I remember correctly, and the Voodoo3 2000 is DirectX 6.0. If there's some other mod that does even more stripping down, I would like to know because it would be fun to test.

I had to edit my original message, I know I had a voodoo 3 2000 as a hand me down in the early 2000s but by the time Oblivion was released I probably had a FX 5200. I remember using OldOblivion. It sure would be fun to test what the lowest specs you can get the game running on are.

RX560 4GBs are available at around $40 or less, similar performance to the 460, but double the VRAM.
You can find rx 580 8gb cards for around 60 dollars if you know where to look. Budget gaming scene is looking pretty good right now considering 2 years ago it was an absolute nightmare
they also have 460s 4gbs for 20-30$ and 570s for 40
The 1650 SUPER is roughly equivalent to the venerable 1060, which only a few months ago was the most popular GPU on the Steam hardware survey (now in 4th place). It's not a surprise that this GPU runs games decently.
It's 5% faster according to the GPU database on that techpowerup site. But it only has 4GB VRAM while the 1060 has 6GB (there's also a 3GB version but don't get that!). Nvidia REALLY fucked up by giving it only 4GB. I guess it supports mesh shaders (required for Elon Woke 2), but that's about it... It's not a "real" ray tracing card. I'd rather take the 5% hit for 50% more VRAM.

For me I dipped my toes into pc gaming for the first time a year ago by grabbing a prebuild (£240) that both looks cool, and was also packed with exactly what I needed for 1080p 60fps. (I typically play at 90/120 fsp when I can) ( gtx 1070 oc, i5 4460) I'm able to run games from 2022 and 2023 with ultra settings and have had zero issues. If I had listened to all the gate keepers, I never would have taken that jump, and I'm so damn glad I did. I intend to do a full upgrade soon to way more recent hardware but, don't get it twisted, this machine would be good for a good while longer depending on the games you play.

Thank you for the video Oz! I have some suspicion tha[ now at days the minimum required specs isn't really the minimum specs to play the game. There needs to be a separate minimum requirements by the author and then by the consumers whom tested and played the game
Sup Oz, I always love your budget builds. And now that im no longer a teen (for many years now) i can easily afford to slap a ryzen 5600 + a gtx 1650 Super together. But i'll always be a budget man at heart, i love the buzz i get from creating a bang for buck build, and getting awesome gaming performance and visuals for a low cost. Which i wouldnt get the same buzz if i jus put $600 (twice the money) dollars into a new build.
And recently i made a budget build someone else, with great upgradability. A Intel dual core G6400 + GTX 960 for £60 total, in the uk + bought a new LGA 1200 mother board for it. I honestly really enjoyed benchmarking it.

You give me hope A few months ago I bought some computers off govdeals for my family and before I even come up with enough for video cards Starfield came out. And I realized the I7-6700 wouldn't meet min specs. So if we ever get enough ahead for video cards maybe we can play after all.
The computers I Got are Z240 with the I7-6700 and a 400w platinum power supply. I wanted to find video cards reasonably priced that would fit in that power envelope. I have been looking at 1660s (I understand the Xbox series S is about equal to a 1660), RX 5600XT and even considered the cheaper 1060 but they are much less powerful. Money has just been to tight to buy anything the last 3 months so they are sitting on the shelf we have 4 of the Z240 really need 5 computers for our family, one of these days we will manage.

I really enjoy your content, and I wanted to share a suggestion about the audio quality. Perhaps consider using a condenser microphone placed just off-camera in the room; it could enhance the sound experience. I've noticed that the current microphone setup seems a bit boomy, and there's some noticeable popping with the 'p' sounds and lip sounds. Just a friendly tip to potentially improve your already great videos!

Currently playing around with optiplex 3060, working on unlocking pcie 3 on the nvme m2 slot (defaults to pcie 2) & then trying to see if i can add gen 9 micro codes like the 7060 people have done

Funny to see this, i tried to do the same thing until i gave up and just bought a 40 series card. Even then the game seemed little sluggish at times(maybe the kb/m thing) and randomly crash. What actually worked for me was disabling the xbox gamebar and it ran so much smoother and no more crashing at all. btw this was the steam version of the game but finding out the key combo the gamebar did show up after i found out others had issues with it. makes me wonder if that would improve fps on that budget system.

the controller and m&k stuttering issue could be because, with m&k your movements are very fast so the pc stutters to try to figure out whats happening outside your fov whereas with the controller's movements being significantly slower the pc dont need as much time to process
i love seeing that 7040. my system is exactly that with a 2070 and some SSD's.
the RX460 was almost a legend in my country. It barely showed up in our stores. It's cool that it can -almost- play AAAs in 2023 but I have to agree on the fact that a GTX1650 (hopefully super) is the minimum these days. I play Starfield on a RTX3060 *mobile* at 1440p with all settings maxed out and it's enough to not even think about fps. I have no idea why people with GPUs like a 3080 and above are complaining. This game is not an online multiplayer shooter, as long as it's not a slideshow you can enjoy it all the same.
