Doctor Who's TARDIS is based on the many police boxes which adorn London streets, and others throughout the UK. They are usually blue but one in Glasgow used to be red until the 1960s.
They are actually like a BAT PHONE - a direct link to police headquarters so that people could call the police easily in the days before mobile phones and CB radios.
There are smaller versions too but the larger ones like the TARDIS can be seen outside Earls Court Station and also Hendon Police Training college (visible from the train line). These larger ones were used for the policeman to fill out paperwork inside or even to hold criminals until help arrived.

0:38 - "Doctor Who can go around anywhere he wants in whole galaxy, but for some reason he always ends up in London, I'm not quite sure why!" - simple, because London is the best place in the world!! (Okay, I totally agree wondering why he always ends up in London, especially in modern Who; also London might not quite be the best place on Earth, but it is pretty wonderful in so many ways).
I've got shots of quite a few of these smaller police boxes from my wanderings around London - and I'm doing a bit of an impromptu photo walk around Chelsea later so I'll finally grab one of the larger-sized one at Earl's Court whilst I'm there! (I'm also putting together a rough list of places classic Who famously shot, as well as a few from Sweeney, Minder, etc. that I'll slowly hack away at this year).

The chameleon circuit is on the blink again. The external size modifier and model type is way off.

The larger boxes also contained a First Aid kit and stretcher.
