Ironically, this video reminded me of how Ihop gave me a VERY undercooked burger. Like it was brown on the outside, however like 0.1 of a milimeter in, it was pink, undercooked. You can't eat ground beef undercooked as the bacteria can penetrate the meat easier. I love Ihop but they really need to work on that.

With a standard steak, if you char the outside, you've killed the bacteria and you can cook the overall stake to rare. With ground beef, the bacteria is ground into the center of the burger. From a safety perspective, ground beef should always be cooked to medium well. If you treat the beef properly before grinding it, then you can have it steak tartare. But your standard ground beef from the grocery store will not have been properly prepared before grinding.
