It’s not because he stuttered. It was all planned. 7th layer of hell is from Dante’s Inferno. It’s a place where murderers are immersed in a river of boiling blood and fire. Leon’s dad was a gang member, so he probably was a killer. So it's not just an outburst, it's a planned line.
He tried to set it up, but unfortunately for him he stutters his way into it which makes him come off as corny. Also if we can create a bingo card of recycled rehearsed lines that he usually says, then everyone would easily get a bingo within the first minute or two.
