3 or 4 foot max, any deeper and the pins will just swim down and out from your net because it takes longer to sink, you can catch some in deeper water, but you will maximize your time in that 3 to 4 foot range

I do the same thing with canned dog food. Works for pin fish in salt and crawfish and perch in freshwater.
