Actually garou is the one who broke his limiter to a small extent letting him grow more than what he couldn't if he didnt broke his limiter, on the other hand saitama removed his limiter by training himself to pass above his limits so yeah.

Well, the chapter is nice Man. I am surprised that glasses lose self-confidence because of Terrible Tornado. I have never read this chapter before because I watched season 2 but didn't know the whole details. Also, I can make empathy with glasses because he is really a original character.

I'm rather tired of that "you're a C class because you did poorly a written test, therefore you can't possibly fight this powerful thing here!" garbage. Basically everyone in the OPM universe except Saitama, Genos, the head of the house of evolution, and Boros are idiots. Yeah I get one of the tropes of OPM is that no one recognizes his ability but there are limits to how idiotic they should be in that.
