It's very simple. Even in Umbrella, most people would be normal human beings with private lives and morales of whatever kind. In this case, US citizens (most likely or many at least). You have to communicate well to them or risk divide or bad actions as a result.

I like that this movie gave us another POV of the Raccoon City incident.
Yeah, though this scene really blindsided me. The moment he said Raccoon City, I shouted "WHAT?!" and it slowly dawned on me. These poor bastards are gonna be in hell and they don't even know it.
But obviously they are not showing much because making Raccoon City will cost them too much budget lol

Given that when the outbreak occurred all umbrella cared about was collecting data from it its kinda hard not to be at least neutral to them, most were victims by proximity but those guys were victims by design
Although they made a mess, Umbrella really contained the city really well enough to contain the infected in Racoon city.
In this particular universe, they were the only organization I think at the time prior to the Raccoon City incident, where their Security personnel had some kind of training against B.O.W's. The training in general wasn't really that refined until after the Raccoon City incident. The "survivors" of the incident is what really changed the fighting tactics towards B.O.W's later on in the Resident Evil universe.
Apparently Hunk created a fighting style after the Raccoon city incident to help those to have a better fighting chance against B.O.W's, mostly the zombies. The fighting style didn't have a whole lot of physical techniques besides Hunk's famous neck break, but it was more of a tactics mindset situation.

It wasn't just Umbrella that was in the containment operation, the Army and the National Guard participated as well.

Contrary of the national guard and the army did try to save lives....while Umbrella knew then if any of the citizens of raccoon city escape...they would give detail that could lead to Umbrella being suspected to be responsable.
I cant imagine being dropped into that mess, and not receiving a briefing, I guarantee most of those men died simply because they lacked vital information to handle the situation.
I love seeing bits of Raccoon city. They need to remake outbreak.

Its kind of weird how USS is the one enforcing Quarantine around Raccoon, atleast at this spot since canonically wise it was the Army National Guard & US Army that was doing it according to RE Outbreak cutscenes

@@parappa5002They secured the perimeter of the city and initially assisted in evacuation of uninfected civilians. Spoilers for the Wild Things scenario in Outbreak File 2.
The crash of a military chinook which killed 40 refugees at the end of the scenario heralded the end of their efforts to evacuate people. They were mainly tasked with maintaining a few barricades at primary entry points to Raccoon City.
At some point prior to the 29th September, the National Guard was forced to abandon their posts and some people were able to slip through the cordon.
USS Unit 6 was likely called in to supplement these efforts. Wouldn’t surprise me if the U.S government put pressure on Umbrella to help, given they were behind the outbreak.

This is the thing I wish Capcom would cash in on. They have so many spin off stories just from the Raccoon City incident alone. To my knowledge there was also a town close to Raccoon City in the Arklay mountains. This town was also where Robert Kendo's brother lived.

Can't blame Dylan to be an Antagonist in this Movie. He felt betrayed by the order of his Superiors and selfishness of saving a Corrupt Government Official and Umbrella Executive other than saving Civillians. Because in Dylan's eyes they were the true villains.

This is my one of my Favorite scene out of the whole movie this one of the few times We see on screen Umbrella security service And if you pay attention, there is definitely a hint towards hunks squad in the background if you listen to the com chatter.
Resident evil operation racoon city is one of my favorite resident evil games

The villains of this series need a little bit more flushing out. Spoiler alert: because I was forced to kill my friend who's turning into a zombie then I'm going to turn everyone into a zombie. Seems like the last thing he'd want to do. Also, he was just a low level henchman and he built a state of the art command and research center in alcatraz? And nobody noticed?

Gotta love how Capcom can't even remember to get the uniforms right...neither the classic tan, green and black of the original Umbrella Biohazard Countermeasure Service, or the pure black, no insignia with MOPP gear/gas mask of the Umbrella Security Service or even the generic poorly done UBCS uniforms in the RE3 Remake.

1: USS Field Operations: gas mask, helmet, knee and elbow pads, Grey BDUs, boots, gloves, body armor and vest. No insignia. Black Ops.
2: USS Corp Security: Grey BDUs, boots, and cap all in grey without insignia.
3: UBCS: Beige fatigue pants, green jacket with insignia on upper arm, black tactical vest with UBCS logo on back, boots, fingerless gloves. Optional balaclava, goggles and undershirt.(Remake is black pants, grey shirt, tac vest with logo-and is the laziest design I've seen in a long time)
4: Undertaker Experimental Unit(Which were unique and didn't form as a unit until after Raccoon City being deployed during the Sheena Island Outbreak which is why I didn't include them previously): Night vision goggles, tac vest, balaclava, grey wetsuit with gloves and boots.
The problem is that this unit in the film is specifically hired mercenaries to save civilians with priority to Umbrella Employees-literally the mission statement of the UBCS and they are portrayed as clueless about the wider scope of things, exactly like the UBCS, not the USS or UT units. Which again means Capcom either didn't remember or didn't care to get the uniforms right.

If Capcom can't be bothered to care about telling both a good story and even remembering the very things they made, why should I pay money for that?
I also own all the RE games, have built, modded and have data files on all the Paramilitary groups because I also did cosplay on them. My information doesn't come from the wiki, it comes from years of research, experience and actually paying attention to the material.

They seem more in line with their depiction in Anderson's live action than games but i'm gonna let this one a pass, i think this is a neat design, i vibe with that tiny umbrella logo on the helmets and classic font used for "Umbrella" text like one in RE1-3
This actually makes me appreciate the Apocalypse movie more. At least in that film it shows Umbrella trying to work with law enforcement. Plus their gear actually looks appropriate for the time.

@@californiacombativesclub202 Yeah but only to such an extreme level in that lore or setting. It's basically pre-sci-fi cyberpunk where that corporation has as much power as one in Night City in 2077 in CP77-setting.
In reality while some people believe we are heading that way, we are luckily no-where near that where in such a case authorities would take over. And would have to, no US corporation would even be able to do this as they are not this militarized to have their own de-facto paramilitary forces though.
I'd assume this takes place after the National Guard pulled out after the chinook crash in one of the RE:Outbreak games. The goverment probaly told Umbrella to take charge and clean it up.

I didn't like this part simply because it just made no sense to me. Why is Umbrella the one controlling the border? Why aren't they dressed as the UBCS since their goal is similar to theirs, but they look like the USS even though they clearly aren't as professional as well as disciplined as them. Why create this new Umbrella soldier group when they had the other two that would make more sense?
