I watched an episode of this that was on TV and Sonic truly is the real villain of the series, he ran into someone's house and turned them into a statue then switched their body parts around while laughing and ran away.

In some old comics, Super Sonic was outright evil. Sonic would be overwhelmed, go super in desperation, then become a worse issue.
In one case a volcano is erupting, Sonic goes super, decides to just watch the fireworks but will personally hunt Tails because he can fly away. Tails taunt that he's just coping that he can't stop a volcano, Super wants to prove he CAN stop a volcano AND hunt everyone afterwards. He stops the eruption but he's too spent and reverts to normal.

In the volcano case, Super makes a statue of himself out of cooled lava before going on a rampage but loses super, regular Sonic says he does not remember a thing but he probably did the right thing because Super had a good taste in art

The fact that the other character just has regular animal feet tells me that this was a conscious decision.

I actually had a VHS of an episode of this Sonic series where he has his shoes stolen and the whole plot was that Sonic is actually pretty fast, but he uses those shoes (that are magic) because he can't handle the friction burn from going that fast.
I remember that episode, except it was the shoes themselves that made him fast and Mandela died in prison in the 80s.

Theory: Sonic was using an elaborate trap to lure Robotnik's goons, but ended up giving someone an ethical dilemma whether or not she should steal his shoes. Thankfully, she made the right decision.

The weird looking squirrel girl is called Sonette, and is actually in the episode where that specific PSA comes from.
The episode in question is “Mystery of the Missing Hi-Tops”, where Sonic is forced to go full on detective mode to find his shoes after they get stolen, since he apparently can’t run without them. Sonette claims to be Sonic’s biggest fan and is one of the suspects, but she doesn’t turn out to be the thief in the end.
We gotta make him watch all of Sonic Underground, just marathon that shit
