    UN's UNESCO=
    1. "a lab for ideas" - for countries' delegates, federations, smart people the country elect. Detect problems, find ideas to solve them, select the best ideas and turn them in solutions
    2. Make the solutions available world wide via e.g. conventions, declarations, recommentations, universal-worldwide standards, methodologies to implement standards
    3. Clearing house: organise forums to discuss the progress of the implementation, feedback, improve, best practices
    4. Capacity building = Train people to implement the instruments, obtain knowledge
    5. International Catalization: make sure steps 1 to 4 are repeated for other, new problems and this so problems are solved efficiently and even prevented
    All this should generate a FLOW OF HAPPINESS and improve quality of life for every one, for every generation as years go by :)
