No, I think it's deliberate hypocrisy from Butcher. It's a comment from the part of him that utterly despises everything that Ryan represents. The fact that his promise and his gradual softening is being set aside is a knowing choice from Butcher, because having Soldier Boy despise Homelander suits Butcher more.
