People with severe childhood trauma will also have stalled development in logic skills like that, which makes sense with him because his childhood was awful.

There was a episode where Phineas and Ferb were looking for Perry and attracted all the platypuses in the Tri-state Area to them, turns out they all look identical... so presumably there's no distinguishing feature for Perry separating him from other platypuses except the hat. But of course, it's really just for humor.
I love how Doof seemed genuinely concerned about Perry being a temp.
