This is incorrect information. These bolts are to adjust the slider on the suspension for play, not spring tension. If you loosen them you’ll end up with side to side play in the fork. So don’t!
The preload adjustment is located under the crown of the fork. You need to remove the mudguard to access it.

So in effect - just reducing the pinch of internal bushing.
They really should do a complete tear down using a custom dual stage spring, and real oil dampening.
Every bike so far using suspension forks, are just a stiff spring, and some are only single sided dampening.
I'll keep at this search for the actual softest plush ride - but I'm afraid it doesn't exist unless I make them as
we did for drag racing back early 80's.
Picture what would happen if F-15 landing hard on flight carrier with lame suspension,,
it would split in half the second it touched. Did you notice the knee action,, there's a reason for that.
Same as snow skies when bending knees.
Doing this made it softer. BUT made my steering loose😮 so undid it again. So check for this after adjusting
Yes, don't make it too loose! Just keep in mind the goal is to optimize your shock, balancing between too stiff and too much play.

What is the difference between the monoshock and dual or twin system?
Oil is licking from this part, what can be a problem?

As others have indicated below , this adjustment DOES NOT adjust the suspension. As others have written below, and Gazelle have confirmed to me, adjusting the suspension requires the removal of the front wheel & mudguard and adjustment of the spring from below the front fork crown.
Respectfully...what a hassle. There has to be a better way to construct an "adjustable" front fork.
It keeps the lines of the bike clean, saves space and weight, and does not whistle in the wind. They actually do not require a lot of adjustment. The reason for this video is to give awareness of how they adjust. 😀👺
