Hemlock is a Capable doctor while Vindi is more of a madman. and besides he aligned himself with the Separatists so I wouldn't think Palpatine would need a separatist in his plans
Fun fact: in the book The Bounty Hunter’s Guide it was revealed that Dr. Vindi actually managed to break free from Republic custody and actually led to him having a massive bounty placed on his head. According to the book the latest bounty on his head was 250,000 credits.

He reminds me so much of Richotfen from Nazi Zombies on World At War! The accent, the fact he's a doctor... love it all! I remember when I first saw him on the Blue Shadow Virus episodes! That laugh of his was too much lol!

The fact I forgot this guy existed until now is really surprising This and the movie were some of the first I saw of The Clone Wars as a whole so it's very nostalgic That and he's probably a direct reference to Dr Frankenstein, Hyde, with Nazi scientist undertones from what I can gather
I'm 100% positive that "YEYEYEYEYEYEYE" was entirely unscripted on the VA's part and they just decided to keep it in for shits and giggles. I can imagine everyone just losing their shit when he said it.
