I literally had this experience with Simple Mobile's call centers. I phoned inquiring about a certain plan setup and the woman I spoke to _repeatedly_ refused to tell me the price, telling me that she 'wasn't allowed' to tell me how much it cost until I agreed to buy it. After five minutes of trying to get her to tell me she or get my call transfered to someone else (which she also insisted she 'wasn't allowed' to do) she decided to pretend she couldn't hear me and hung up the call citing connection issues.

I remember working as cold caller for shady home buyer business. I didn't even buy from people inside the country. I was very expressly instructed to never negotiate prices. So when people asked me for a quick price they were just as flabbergasted. Even if I lightly commented on what our baseline is I would get a warning, and a seller.
Just say you agree, and than ask for the price. Saying you agree is not legally binding. If they wont tell you the price until you give them payment info... ya, at that point don't agree because it will become a pain in the ass to get the money back.
