See the ref who looked like he was gonna blow the whistle but didn't, he is hand signaling them to keep the puck moving. Almost like "hey they aren't paying attention take a shot!"

No thats a pretty common thing for a ref to do. It means keep the play going, no one on the lightning pressured the goalie when he made the save so he has to play it.

@@kody5555555 To add onto that, since there was no further offensive pressure by Tampa, if Montembeault continued to cover/hold the puck after the ref indicated to him to play on, the ref would issue MTL with a delay of game penalty. You're taught to play through the whistle anyways so Tampa had a little "brain fart" here and conceded on the play way too far from the net and a tad too early. Also didn't help that the DJ started playing music & lights for the assumed stoppage of play. Threw a lot of people off, Montreal players and the linesmen included.
Wacky scenerio but Montembeault did not even feel pressured and the ref saw that encouraged him to play on, he saved the shot smoothly, holding it in his pads very briefly, over to his glove and back into play. Rewatch the first seconds and just focus on Montembeault, save, looks up, sees Tampa skating away from him and played the puck like a goaltender under no offensive pressure.

Lol at the homer announcer backtracking to say that the ref putting the whistle to his mouth is what fooled everyone. Kucherov was the closest player to the net who should have skated towards it to apply pressure which would have prompted the refs to blow. You can see in the replay that he has his back to the ref and never even saw him. He just skated away.
It's a good call by the ref. You only whistle if there's pressure on the goalie, otherwise they aren't even allowed to freeze it. Naturally, he has his whistle to his mouth in preparation to blow it since 99.99999% of the time, the opposing team pressures the net. Tampa and the DJ just fell asleep. You play to the whistle, end of story.

I'm sure every player on the ice is looking at the ref and not the puck. Tampa gave up when they shouldn't and paid for it. End of story

Always play to the whistle. There obviously wasn't one. Collective brain fart for Tampa!
