The Chugoku reference looks accurate and correct to me, even the kanji for Chugoku-chiho is just the same (referring to China in chinese characters). After all, "China" in Chinese also literally means "middle country", just like Chugoku-chiho in Japan. Definitely a reference to Japan from the 1930s to 1945.

So yeah, that comic is confusing since that five star china flag came after ww2.

In short, no?
tl;dr
It's where most of the province that far but not that far from capital is, so they called 中国, the mid (distanced) province.
So, both Japan and China used 中國 as their "name of the land" (since the idea of country doesn't exist in the way we all know by that time).
But Japan, is not just 中国, it is 葦原中国, ashiharano-nakatsukuni for pronunciation, not really sure about it's meaning but historian seems quite sure that it mostly had the meaning of "this world" or "the land we living in". So it's a bit different from China's usage.
(You would notice that the word 國/国 had somewhat unclear meaning, it can be land, country, province etc.)
But if so, why only this place in Japan use it as a name to the point that Japanese changed how they call China in case for confusion?
Well, the commonly explanation is, in the Heian period, province was sorted by the power of it and the distance from the Heiankyō(the capital). Chūgoku chihō, also called San-yō-san-in chihō(another confusing name), was mostly where the "mid distanced province" is , thus the name 中国.
Additionally, there is Kingoku(近国, close distanced province),
Engoku(遠国, far distanced province),
Kinai(畿内, province around capital),
Daikoku(大国, the province with greatest power)
Jougoku, Gegoku(上国, 下国, 2nd and 4th also lowest level of the power of province)
Also, the island in the Chūgoku's south, is called 四国 even nowadays, named by the four province on the island.
And last headache, the only province that both power and distance is 中国, is Notō, located in nowadays Notō peninsula, QUITE FAR from Chūgoku chihō actually.
Like I have said, Poland Ball animators are going to have a field day with the Ukraine-Russo War.
