Is it possible and better for places that rent out, to heat the structure of the home instead of inside the living quaters of the home? is that a practice that has been done? Like building a place to help heat the walls to help them last longer or something?

It's likely that the vent isn't secured to the air duct and it's blowing through the walls. Total waste.. Terrible for the energy bill.
