Im not 100% sure, but to be able to create a pokestop you need yo be level 37. So i think you’d also have to level 37 to create a route. Or it might just be bugged for some players.

I’m pretty sure that means routes aren’t availible to your area yet. Several high level players are attesting that they don’t have create route buttons either.

Yes, you can set the same pokestop for the start and end of a route. It will give a few different prompts but they are pretty intuitive
